FRACTIONAL CTO
Fractional CTO Services for Growing Technology Businesses
Executive technology and AI leadership, embedded in your organisation on a part-time basis, with real ownership of the decisions a CTO is accountable for.
What is a Fractional CTO?
A Fractional CTO provides embedded executive technology leadership on a part-time basis, taking responsibility for technology strategy, architecture, engineering capability, AI adoption, delivery and technology risk without requiring a full-time CTO appointment. Unlike an adviser, a Fractional CTO is accountable for outcomes: they sit with the leadership team, lead the engineering organisation and own technology decisions until a permanent leader is needed or appointed.
THE PROBLEM
The gap between technology ambition and technology leadership
Many organisations reach a point where technology decisions carry real commercial weight, but the business is not yet ready for, or cannot yet justify, a full-time CTO. Decisions get made by whoever is closest: a lead developer, an agency, a founder with limited time. Each decision is reasonable on its own; together they create architecture nobody designed and a roadmap nobody owns.
AI has made that gap wider. Leadership teams are being asked to decide on models, data, vendors, governance and operating model changes at a pace that assumes senior technology judgement is already in the room.
WHO IT IS FOR
This is a good fit if you are
- Founders and CEOs of growing technology businesses without a CTO, or with a technical co-founder who has moved into another role
- Scale-ups whose engineering team has outgrown informal leadership
- Established businesses where technology and AI now drive the commercial strategy
- Private equity-backed companies that need technology leadership through a value-creation plan
- Organisations bridging the period before, or while recruiting, a permanent CTO
It is probably not the right fit if
- You need hands-on coding capacity rather than leadership. A senior engineer or delivery partner is the better answer.
- You need a one-off opinion on a single decision. The Virtual CTO service or an architecture review fits better.
- The role needs full-time presence every day. In that case the right hire is a permanent CTO, and I can help you define and recruit for it.
TYPICAL TRIGGERS
When organisations usually ask for this
- A funding round, acquisition or board change that raises expectations of technology leadership
- Delivery that has slowed while the team has grown
- An agency or outsourced team that now effectively owns your product decisions
- Technical debt, reliability or cloud cost becoming a board-level topic
- Pressure to adopt AI without a clear view of where it creates value
- The departure of a CTO or head of engineering
ENGAGEMENT MODELS
Three engagement models
Advisory Fractional CTO
Regular leadership time with your executive team: technology strategy, key decisions, board reporting and coaching of your engineering leads. Best when a capable team exists but lacks senior direction.
Embedded Fractional CTO
A defined, recurring presence inside the organisation, leading the engineering function, owning architecture and delivery governance, and representing technology at leadership level. Best when you need a CTO in all but full-time hours.
Transformation Fractional CTO
Time-bound leadership of a specific change: a platform modernisation, an AI programme, a post-acquisition integration or a turnaround. Best when the mandate is a defined outcome rather than steady-state leadership.
SCOPE
What a Fractional CTO takes ownership of
- Technology strategy and its link to the commercial plan
- AI strategy and AI adoption
- Architecture governance and key design decisions
- Engineering leadership, structure and ways of working
- Product and technology roadmap
- Cloud strategy and platform scalability
- Delivery oversight and predictability
- Vendor and partner selection
- Engineering hiring and capability building
- Technical risk, security posture and resilience
- Executive and board reporting on technology
- Technology cost optimisation
DELIVERABLES
What you receive
- A technology strategy and roadmap tied to commercial priorities
- An architecture decision record for significant choices
- An engineering operating model: structure, roles, rituals and metrics
- A technology risk register with owners
- Regular executive and board technology reporting
- Hiring plans and interview support for key engineering roles
- A clear handover plan when a permanent CTO is appointed
ENGAGEMENT
How the engagement works
01 →
Diagnose
Two to four weeks understanding the business, the platform, the team and the decisions already made.
02 →
Set direction
Agree the technology strategy, the top risks and the first 90 days with the leadership team.
03 →
Lead
Own the agreed scope: decisions, architecture, delivery governance and team development.
04 →
Report
A regular rhythm of leadership and board reporting, with the risk register kept current.
05
Transition
Scale the involvement down, or hand over to a permanent leader, deliberately rather than abruptly.
DECISION CRITERIA
How to decide whether a Fractional CTO is right
- Technology decisions are material to revenue, valuation or risk, but the volume of leadership work does not yet justify a full-time executive.
- Someone needs to be accountable for technology outcomes, not just to advise on them.
- Your engineering team is capable, but lacks direction, structure or representation at leadership level.
- You can give the role real authority. A Fractional CTO without decision rights becomes an expensive adviser.
COMPARISON
Fractional CTO compared with other options
| Fractional CTO | Virtual CTO | Full-time CTO | |
|---|---|---|---|
| Involvement | Embedded, part-time, recurring | On demand, periodic | Full-time |
| Accountability | Owns technology outcomes within agreed scope | Advises; the decision stays with you | Owns all technology outcomes |
| Team leadership | Leads the engineering function | Does not manage the team | Leads the engineering function |
| Best for | Growth stages needing executive ownership | Specific decisions and periodic review | Scale that justifies a permanent executive |
If you mainly need senior judgement on specific decisions, see the Virtual CTO service.
EXPERIENCE
What informs this work
I am Chief Technology & AI Officer at Webskitters, which I co-founded in 2010. My day-to-day work is technology and AI strategy, architecture and engineering leadership, so the judgement offered here is formed by operating responsibility rather than observation.
The frameworks on this page are published openly on The Practical CTO, so you can judge the thinking before we speak. Where a decision leads to implementation, Webskitters can deliver it, but the advice stays independent of who builds.
QUESTIONS
Frequently asked questions
How is a Fractional CTO different from a Virtual CTO?
A Fractional CTO is embedded and accountable: they lead the engineering team, own architecture and delivery governance, and sit with the leadership team. A Virtual CTO provides on-demand senior advice and independent review without day-to-day management or ownership. The comparison table above sets out the differences.
How much time does a Fractional CTO spend with the business?
It depends on the model. Advisory engagements need regular leadership time; embedded engagements need a defined, recurring presence; transformation engagements are shaped around the change. The involvement is agreed in writing before work starts and reviewed as the business changes.
Can a Fractional CTO lead an AI programme?
Yes. AI strategy and adoption are part of the scope, from choosing where AI should be used to governance, architecture and the operating model required to run it. Where the need is only an AI strategy, the AI Strategy Advisory service is more focused.
What happens when we are ready to hire a full-time CTO?
Helping you define the role, assess candidates and hand over properly is part of the engagement. A good fractional engagement should make the permanent appointment easier, not create dependency.
Do you also provide the development team?
Leadership and delivery are kept separate. If you need implementation capacity, Webskitters is one option I can introduce, but you are free to choose any delivery partner, and my recommendations do not depend on that choice.
